I actually think Blair's clothes are classy...but at the same time more boring. They could make her look classy AND cute at the same time, instead of boring. Serena's wardrobe is generally cuter... but I don't think it fits her body type. They always make her boobs hang out, which annoys me... but she does have nice ones.
