I would say that she is too small to be carrying twins, this going by seeing the people I know who have had twins. But she could just be smaller, who knows. Dying your hair is not recommended in the first trimester, after that its not considered dangerous. I myself never dyed my hair, with my first I had it highlighted with a cap and was told it was fine.

And I would never take the chance to color my hair while pregnant; it's not worth the risk. "They" say many things are "safe," but that doesn't guarantee it 100% (eg growth hormones in food, food additives/dyes, etc).
