No it's not because they're rich they're having 2 weddings, it's way it's done in France, being rich or not. There is usually the ceremony at the City Coucil (or Town hall as you call it) which is the official part of it, and then there is the ceremony at the Church for people who go to church, for the others, they usually still have another ceremony because the bit at the "Town hall" is quite short and a bit "cold" you basically just sign papers.
