To answer your question: X17 does not have to blur their faces since these people are out on a public street. However, as a courtesy to private citizens X17 does so. Playing Devil's Advocate, these private citizens might want to get their pictures splashed all over the internet since this might be their only chance at getting their 15 minutes of fame. My take on the blurred face thing is if people didn't want their pictures taken, they would put their hand up to shield their faces. Then again, the X17 photogs could be using a 500mm zoom lens and shooting from the next zip code so the people may be unaware they are being photoed. So, if anything, X17 is playing it conservative and respecting the rights of those not in the spotlight.
