2:23 as far as the police report, if no party reports physical injury a cop does not have to take a police report. If there are injuries, cops will do a report. You can push for a report, but sometimes you can get a cop that might not want to and they do not have the obligation to do so. The insurance takes measurements and they decide among each other who is at fault.
