Dugard’s captor Phillip Garrido was on parole from 1991 to 1999 as a convicted rapist, yet he nevertheless managed to kidnap Dugard in 1991 and hold her captive for 18 years. She gave birth to two of Garrido’s children before escaping in 2009.

Dugard is pointing fingers at the federal government, which she says failed to sufficiently monitor Garrido at his Antioch, California home. She has pledged to donate all money that she receives to The JAYC Foundation, a nonprofit organization that she founded to help kidnap victims and their families.

Dugard has already received $20 million from the state of California for its failure to monitor Garrido, who, along with his wife, is serving a life sentence after pleading guilty to kidnapping charges.
