My next door neighbor is a plastic and reconstructive surgeon, and yes, w/parental consent, he will do breast augmentation on minors and has already done several on minors according to his wife who is a good friend since we moved here.

Also..I had heard a plastic surgeon state Lindsay's were probably implanted behind the muscle and that can explain why the size of her breasts change when she goes up and down in weight,she's losing fat and muscle but not the implants,could explain why a girl who has lost so much weight,can still have sizable breasts.

It is quite obvious the girl has had implants. She, like her sister, used to be as flat as a board, then BAM, a week later, her tits are huge, US magazine even made note of it in an article last year and implied she had bought her "newly found curves." Anyway it's her body, she can do what she wants, but just don't be so stupid and lie about it when it is quite obvious you had it done.
