You go to an authorized place that automatically sends them or you do the drug testing with the courts so the tests are automatically sent to the judge.

My guess is that she tried to be cute by using a private facility that's either not certified with the courts or held them back cuz they're dirty or "questionable."

Anyone who has ever had a bit of experience or a run-in with the law and/or the U.S. court system, knows it is a FACT, that nothing is done legally until after the person(s) who it will affect have been notified.
