For the second day in a row, we saw Nicky Hilton get into her car and immediately start gabbing away on her cell phone handset. Although the California law banning the use of cell phones without a headset while driving doesn't go into effect until July 2008, if Nicky's not careful, she just might join her sister at the Lynwood Hilton!
