The 17-year-old performer, who hit the stage on April 14 at Hayarkon Park in Israel, was paid a million, according to The Hollywood Reporter.

Promoters were counting on a sold-out show, however only 17,000 showed up ... rather than the 35,000 expected.

Israeli promoter Shuki Weiss, who decided not to book Bieber for his show, said the following about Biebs being "overpaid" for the gig.

    "They overpaid and did not market it right. I think it's important for every artist to come to Israel, but you need to know your crowd."
